OBSERVATION HOME AND SPECIAL SCHOOL
ARIYANKUPPAM, PUDUCHERRY

 

    In the Government of Puducherry, an Observation Home and Special School was started in the year 1967 (October) under the Children Act, 1960 in Ariyankuppam, to train, educate and to rehabilitate the neglected, uncontrollable and delinquent children.

2. The Government of India recently enacted Juvenile Justice (Care and Protection of Children) Act 2000, to suit the recent development in the field of Child Welfare. Based on the Juvenile justice (Care and Protection of Children) Act 2000, the Government of Puducherry has made the Puducherry Juvenile Justice (Care and Protection of Children) Rules 2002 vide G.O.Ms.No.16/2002 Wel(SW-II) dated 22nd March 2002.

3. This institution is covering the whole Union Territory of Puducherry (Puducherry, Karaikal, Mahe and Yanam).

4. This Institution functions in a four fold manner.
(a) Observation Home
(b) Children Home
(c) Special Home
(d) After Care Organization.

5. The Government of Puducherry, certify the Observation Home and Special School, Ariyankuppam as a fit Institution for the implementation of Juvenile Justice (Care and Protection of Children) Act 2000 vide G.O.Ms.No.2/2003-Wel(SW-V) dt. 27.01.2003.

6. MODE OF ADMISSION : The Children are admitted into this Home by the Juvenile Justice Board / Child Welfare Committee and they are discharged after their detention period is over.

7. As per G.O.Ms.No.39/2003(SW-V), dt.19.09.2003, the Lt. Governor of Puducherry is pleased to constitute one selection Committee for the purpose of Selection of Members under the Chairperson of a Retired I.A.S. Officer. The Director of Social Welfare Department, Puducherry is a Member Secretary. Based on the recommendation of the Selection Committee, the Child Welfare Committee, and Juvenile Justice Board were constituted recently.

8. Facilities provided : General Education and Vocational training in Carpentry, Tailoring, Two Wheeler Mechanism, Rattening and Musical Band are imparted to all the children until they completed their committal period.

9. One School upto fifth Std. also function under the control of the Assistant Director. After 5th Std, in all Examinations, Education Departments’ Rules are followed.

10. After fifth Std, if they are willing to continue their vocational training, they are given full time course in the vocational subjects. Upto 5th Std. half a day general education and half a day vocational training. After passing 8th Std, they are sent to regular schools for further studies. The Central Government Sports Unit at Puducherry extended full sponsorship to two children of this Home for the purpose of their education.

11. There is also a library to provide opportunity for children to spend their leisure time, to improve their knowledge. Other recreational facilities are Television and Radio. Annual Day is conducted every year, on that day, other children who win in the games and other competitions such as drawing, singing are also given prizes. The best child (without any remark in this home) is selected as a good child and he is also awarded with a prize. Educational tour is also arranged (outside Puducherry) once in a year.

12. Diet and Non – Diet : Rice issued is 500 gm per day to each child. Morning we provide idli, uppuma, pongal etc., weekly mutton or chicken, egg or fish issued. Monthly on special occasion special diet such as sweet pongal, payasam, vadai, kesari and appalam provided. Apart from this, it is provided to each child, coconut oil, gingilee oil, tooth powder, washing soap, bath soap, and comb each month. Tooth brush and face powder issued once in 3 months.

14. Medical Care : A Staff Nurse is posted to check up the health of the children every day. A small dispensary is run by the Staff Nurse for emergency purpose. The medicines purchased after the recommendation of the Medical Officer of the nearby Medical Center.

Each Juvenile admitted in the Home shall medically examined by the Medical Officer within 24 hours. No surgical treatment shall be carried out without the consent of the parent. A health card for each Juvenile shall be maintained on the basis of quarterly medical check up.

15. Leave : The child may be allowed to go on leave, to stay with his family for special occasions, school holidays emergencies and on festival days. The period of leave is 7 days excluding the day of the journey. To take leave, the parent of the child submit application, with the reason specified, in advance to the Assistant Director. The reason stated is genuine, he recommend for leave to the Director and after approval the leave granted to him.

One escort provided by the Home and the to and fro fare will be borne by the parents.

16. If the child runs away from the family during leave period, the parent first inform the Assistant Director, try to trace and send the child to the Home. If the child is not traced, or return to the Home after the expiry of leave, the case referred to the Police.

17. After Care : As a rehabilitation measure subject to satisfying certain conditions the inmates on discharge are provided with tools as they trained in vocational course on free of cost, to start their profession independently to lead their life.

18. The area Probation Officer is appointed as the After Care Officer in respect of ex-pupils for the period of 3 years to supervise and help to settle down in their life.
